After
directing a year and a half of intensive deliberations among 60 national
leaders comprising the blue-ribbon Advisory Committee, the Consumer
Energy Council of America Research Foundation (CECA) has released a
report, entitled "Restructuring The Electric Utility Industry:
A Consumer Perspective," which represents the most comprehensive
effort yet to reach agreement on those issues of most concern to small
business and residential consumers.
Our
report draws its conclusions through a thorough analysis of the history
of regulation of the electric power industry and how the industry is
changing with the emergence of retail competition. The report
focuses on how these changes impact consumers,and provides guidance
on several key issues that must be addressed to maximize consumer benefits.
