Email: eberman@cecarf.org Ellen Berman has served as President of the Consumer Energy Council of America since its founding in 1973. Under Ms. Berman’s leadership, CECA is recognized as one of the leading public policy organizations in the nation focusing on the energy, telecommunications and other industries providing essential services for consumers. Ms. Berman pioneered a process for developing public policy on contentious, high-stakes issues through consensus of the major stakeholders in the public and private sectors -- from such divergent interests as consumer and environmental organizations, Congress, federal agencies, state regulatory commissions, utilities, manufacturers, research organizations, academia, and small business and industrial users. That unique consensus process is utilized in each of CECA's consensus building forums. Ms. Berman has led a series of landmark public policy studies on a broad range of critical energy and telecommunications issues, resulting in over 500 reports, technical, economic and policy analyses, public testimony, brochures, pamphlets, articles, official documents, consumer guides and op-ed pieces. Prior to joining CECA, Ms. Berman served on the legislative staff of a U.S. Senator and on the program staff of the OEO Poverty Program. She is an active member of the Aspen Institute Energy Policy Forum, the Cosmos Club in Washington, DC, and the Council for the Arts at MIT.
