Email: pwelsh@cecarf.org Peggy joined the Consumer Energy Council of America in October 2001 as Senior Vice President. Her broad responsibilities include project and staff management, budgeting, communications, external and Congressional relations, oversight of research and reports, and new revenue and program development. Peggy managed the CECA Forum on Electric Industry Restructuring, a blue ribbon panel that brought together an impressive array of diverse views to assess restructuring efforts in the United States and put forth a series of consensus public policy recommendations in its report released in April 2003. Prior to joining CECA, Peggy was Executive Director of the National Association of Regulatory Utility Commissioners, the national association representing state utility commissioners. She also served as Executive Director of the Electric Generation Association (EGA), a national association representing independent power producers from 1992-1997. In 1996, EGA and its counterpart, the National Independent Energy Producers decided to merge to became the Electric Power Supply Association. Peggy facilitated the merger while serving as Acting Executive Director of EPSA until its launch in early 1997. Peggy has held numerous other positions, including serving as Administrative Director of the IPP Working Group, a coalition of independent power producers, while she was a lobbyist with the law firm of Dickstein, Shapiro and Morin. Earlier Peggy worked in the White House during the Ford Administration and began her career with U.S. Senator Dewey F. Bartlett (R-OK). Peggy has served on several boards including the Board of Directors of the North American Electric Reliability Council, the National Regulatory Research Institute, the National Energy Resources Organization and Women in Government Relations. She currently is a member of the American Society of Association Executives and the Greater Washington Society of Association Executives. In 1997, Peggy won the national award for the utility sector from the National Business Women’s Network. Peggy actively supports the Leukemia and Lymphoma Society and serves on their advisory committee for special events. Consumer Energy Council
